Why only 21 marks to pass Hindi subject of SSC?

Telangana was ruled by the Nizam’s and Andhra region was ruled by the
British in the past. Nizam’s used to speak in Hindi whereas British
ruler’s mother tongue was English. Due to the influence of Nizam’s
rule in Telangana our people are much aware of speaking Hindi.  On the
other hand Andhra people are influenced by English language and they
don’t know how to speak or write Hindi.  This made Telangana people to
fail in English and Andhra people in Hindi subjects during SSC exams.
Andhra officials were not happy with the results of Andhra students in
Hindi subject and didn’t like this to happen in future. So they
planned to reduce Hindi marks to 21 in SSC. But our Telangana students
are still facing problems in English subject.
